Tonight(Wednesday) what's on the menu and what's the best time to arrive for 3 or 4?

You have to call and ask.

Do we need a reservation for Wednesday early afternoon? What is the phone number?

You might be confused with the Tavern in terms of reservations. Cafe is never too terribly busy that you can't get a seat, unless you go in early for breakfast. Lunch on a Wednesday should be ok!
